The show "On Target" on News24 with author Klodiana Lala, published this Tuesday details from the SPAK file on Inez Hajrulla, or as she is known, the "strongman" of Vlora, who escaped the operation on the orders of the SPA, together with his friend Ervis Matodashaj, on March 7, in Orikum.

According to SPAK's file data, Inez Hajrulla, now 34 years old, is one of the people who leads a dangerous criminal group in Vlora.

He was not yet 26 years old when he took over the leadership of one of the most dangerous criminal groups that had disappeared and killed dozens of people.

The group was led by Edison Harizaj, or as they called him Edison Faqedjeguri.

Until that cold November evening of 2018, when his boss was shot dead in the city of Durrës, Inez Hajrulla was a character without any real weight in the underworld.

But soon, he would become one of the most dangerous, but also most influential people in the underworld in Vlora.

Hajrulla survived 3 assassination attempts in 2017, 2019, and 2023 and immediately began a fierce fight with his rivals.

Open war on several fronts at once.

But the main goal was revenge for the murder of his former boss Edison Harizaj.

So he began hunting down opponents.

The most terrifying of them, Fatmir Hyseni alias Musai, known as Doqa.

The man he accused of being Harizaj's executioner.

As results from a SPAK investigation launched in 2022 and finalized 4 days ago with the crackdown on Inez Hajrulla's group, the latter was pursuing Doqa, Armando Sulejmani, known as 'Qipuri', and their family connections.

The file reveals hundreds of conversations on Sky Ecc of his armed wingman Ervis Matodashaj, where they constantly provide information and track down opponents.

But Doqa seemed to be a ghost to them.

Wanted by SPAK for connections to the Durrës Troplins and Leonard Duka of the Duka Clan, on whose behalf he executed former police officer Santiago Malko, the execution of Fatmir Hyseni seems to have become an impossible mission for the Hajrulla group.

So it was the turn of his connections, friends or people who helped Doqen and Cipur.

One of them was Gentian Qarri.

Doqe's cousin.

It was February 6, 2021.

Gentian Qarri had just left his apartment and was heading towards the Orthodox Church in the city, when before he had even gone 30 meters, a car passed him, and dozens of Kalashnikov bullets poured out of its windows, killing him on the spot.

The victim, 40 years old at the time, was known as a devoted enthusiast of the 'Vespa' club in Vlora.

But beyond his passion for motorcycles, very few knew what his past was.

And why was Geçja, as he was known in his urban area where he circulated, shot in such a way, which seemed to be a pure mafia execution.

Which was also seen in the further dynamics of the crime.

Where only 40 minutes after the murder occurred, the white 'Gil' vehicle from which Gentjan Qarri was shot was found burned out outside Vlora.

While the perpetrators are thought to have fled in the direction of the Soda Forest.

A murder that shocked not only the family but also Vlora, for its severity, which for a long time remained on a single track.

Settling scores in the underworld and the victim's not-so-bright past.

Gentian Qarri, who is said to have returned from Italy 3 years ago, where he had served a sentence of over 10 years in prison for involvement in the distribution of narcotics.

But even though this trail stood the test of time, time always seemed to work against solving the murder.

So much so that hopes of solving this murder seem to have faded over the years, even among the family itself.

But without knowing that the perpetrators of this crime themselves had made the same mistake as their accomplices in this matter.

How they had entrusted their entire elimination plan to the Sky Ecc platform.

Which, from a vault of secrets widely used by crime until 2021, has now become the cross on their grave.

As in the case of the murder of Gentian Qarri, where SPAK, in cooperation with counterpart partner authorities, was able not only to unravel but also to cross-examine evidence, which led to the documentation, discovery and bringing to justice the persons involved in the mafia execution of Geçe.

But who ordered the murder of Gentian Qarri?

And what are the conversations on Sky Ecc that sank this group, among the most dangerous in Albania?

Also known for numerous assassinations and executions.

Where the investigations reveal that, as in similar cases, State Police officers are also involved.

According to the investigations so far, the masterminds behind Gentian Qarri's execution appear to be Inez Hajrulla and Ervis Matodashaj.

Meanwhile, their collaborators turn out to be police officers.

Rezart Kuçi, Head of Section/expert in scientific police, at the Kukës Police Directorate, is suspected of acting on behalf of Inez Hajrulla's group.

The policeman who was once praised for his achievements on duty is now suspected of being part of a dangerous criminal group, which he not only helped with information, but is also suspected of being involved in cocaine trafficking from South America to Europe.

In total, SPAK issued 8 arrest warrants, but neither Inez Hajrulla nor Ervis Matodashaj ended up in handcuffs.

Investigation File

Based on the investigations, it results that Inez Hajrulla and Ervis Matodashaj, in collaboration with other members of the structured criminal group, organized, interacted and coordinated in real time with the perpetrators, with the aim of carrying out the murder and gave operational instructions related to monitoring the victim, securing the vehicles and committing the murder, hiding the perpetrators and burning the vehicle in which the perpetrators fled.

While they are making plans to kill Qarri, Ervis Matodashaj writes to Inez Hajrullas: 'If you kill him, I will kiss your b...'

After Qarri is shot, they communicate to each other that an ambulance came and picked him up while he was still alive.

'He's alive, he's going to die, slave... Come on, let me kiss you on the b..." writes Matodashaj.

Then he writes on Sky Ecc, 'Minus 1.'

Which, according to investigators, confirms the murder of Gentian Qarri.

But Inez Hajrulla and Ervis Matodashaj are not only responsible for the murder of Gentian Qarri, on February 6, 2021.

But also that of Bledar Birçaj.

The 40-year-old, who, as seen in these security camera footage, was shot to death with 30 bullets.

While he was in his 'BMW X5' car, in the place called 'Cobblestone Tail'.

Birçaj who received 7 bullets in his body, which proved fatal for his life

The assassination came just a month after he had returned from Spain.

Even in this event, the main focus remained the clash over drug trafficking.

As in similar cases, there was also a police officer in the car with him.

Identified as Granit Deromema, who was later expelled from the ranks of the State Police.

Birçaj had been arrested in Vlora in 2011 as a suspect in murder and was known as the owner of the 'Boss' bar in Vlora.

Investigation File

In connection with the murder of citizen Bledar Birçaj that occurred on May 10, 2021 in Vlora, in the 'Hajro Çakërri' neighborhood, Inez Hajrulla and Ervis Matodashaj are accused of providing the conditions and means to commit the murder.

They allegedly monitored the bar 'The Boss' owned by Birçaj with cameras and drew up a concrete plan for when and where they would kill him.

SPAK has charged Hajrulla and Matodashaj with creating the conditions and means to commit Bircaj's murder, after the encrypted Sky EÇ application was cracked a month before the businessman's murder.

But in Matodashaj's conversations, investigators have proven that Birçaj was monitored and eavesdropped on at every moment by cameras that the criminal group had installed in the businessman's bar, located near the area known as '7 Oslo Palaces'.

Inez Hajrulla's group not only committed murders, but is suspected of having trafficked 1.2 tons of cocaine from Ecuador to European Union countries.

This is made possible both through land and sea routes.

He also trafficked over 700 kg of cannabis.

Which must have been the starting point from which the unraveling of their conversations on Sky Ecc began.

Where the murders they committed on behalf of the organization were later discovered.
