The State Police has approved a detailed plan to guarantee public order and security before, during and after the Albania-Andorra match that will take place tomorrow at "Air Albania".

The measures include escorting and securing the players of both teams, strict controls to prevent the introduction of prohibited items, such as pyrotechnics and flares. In addition to security at the stadium, the Police will manage traffic and carry out strict controls on the main streets of the city of Tirana.

Traffic restrictions will begin at 15:00 PM until the end of the match, in order to facilitate traffic and ensure the safety of fans. Police have deployed hundreds of officers for this event, requesting the cooperation of fans for a safe and incident-free match.

Police notification: 

In order to guarantee public order and security before, during and after the international football match between the teams of Albania and Andorra, which will take place on 24.03.2025, at 20:45, at the "Arena Kombëtare" stadium, the State Police has drafted a detailed plan of measures, based on the positive experience in planning, organizing and managing the public order and security situation during international events.

The measures consist of escorting and securing the Andorran team's players from Rinas airport to the hotel, to the stadium and, on the way back to Rinas, escorting and securing the Albanian team's players at the stadium.

To prevent the introduction of illegal items into the stadium, such as pyrotechnics, flares, and other items, the Police services will conduct detailed checks on the stadium grounds and inside the stadium, before fans enter.

In order to guarantee public order before, during and after the football match, not only near the stadium, but also to control the territory throughout the city of Tirana, service plans have been provided by the General Patrols, the Eagles, the Criminal Police, the Road Police and the National Security Force, which will prioritize securing emergency service routes and managing road traffic.

To guarantee security before, during and after this international match, cooperation has been established with all institutions that have a role in the smooth running of this activity, specifically with the Albanian Football Federation and UEFA, with the Republic Guard, the Municipal Police, the Fire Service, private security companies (stewards and security personnel), hospitals, health centers and first aid centers.

Also, contacts have been established and cooperation is being established with the security service personnel of the Andorran football team, in order to increase security standards before, during and after the development of this international match.

For the smooth running of this activity, as well as to facilitate vehicle traffic in the city of Tirana, tomorrow, from 15:00 PM until the end of the match, there will be vehicle traffic restrictions on several road axes near the stadium, specifically:

*"Martyrs of the Nation" Boulevard, from the Presidency intersection towards "Mother Teresa" Square;
* "Pope John Paul II" street;
* "Dervish Hima" street, near the US embassy;
* "Asim Zeneli" street, near the US embassy;
* “Themistokles Germenji” street;
– “Gjergj Filipi” street;
* “Lekë Dukagjini” Street, from the former Republic Guard to the stadium;
* “Faik Konica” street;
* "Skerdilajd Llagami" street.

In implementation of the plan of measures, State Police employees will exercise detailed control over the fans, before entering the stadium, in order to prevent the entry into the stadium of banners with racist content, fireworks, flares, pyrotechnics, metal coins , umbrellas, lighters, mobile phone chargers, tools/products for cosmetic use and other strong items, dangerous to the life and health of the participants.

On this occasion, we inform Albanian and foreign citizens that, based on the Criminal Code of the Republic of Albania, violent actions in sports activities, such as entering the field of play during the sports activity by unauthorized persons, constitutes a criminal offence. and is punished with a fine from 50 to 000 ALL. When due to this offense, the normal development of the sports activity has been hindered, it is punishable by a fine or imprisonment of up to three months.

Throwing hard objects on the field of play or on people, holding or using pyrotechnics, fireworks, flares, during the development of a sports activity, are punished with imprisonment from six months to three years.

Albanian criminal legislation considers hitting or any other act of violence against an athlete, coach, referee, or sports mediator as a criminal offense, due to sports activity, and punishes them with imprisonment from one to three years. This offense, when committed in sports facilities, more than once, or by leaders or members of sports clubs, is punishable by imprisonment from one to five years.

Also, duplicating/multiplying a ticket is considered forgery and fraud, offenses punishable by the Criminal Code of Albania. Each ticket is equipped with a barcode, is personal and must be kept only by the citizen who possesses it, who, in turn, will pass alone, to have the barcode checked by the device that automatically records any attempt to enter with a forged or duplicated ticket.

The entrance to the stadium for fans and sports fans who have bought a ticket starts at 18:00.

We ask for the understanding of the fans to show up at the entrance of the stadium, starting from this hour, as due to the influx of fans, just before the start of the match, they may lose the opportunity to enter the stadium.

For the smooth running of this sporting activity, the State Police has engaged hundreds of police officers, who will guarantee public order and safety, as well as provide assistance and information, if necessary, so that this activity can be concluded without incidents, in the interest of the country's image.
