Property treatment expert, Valdrin Pjetri, stated this evening during the show "Log." on News24, that the roots of the permanent conflict of Albanians with property lie in the period after 1990-1991.

According to him, the documentation for ownership before this period was clear and accurate.

"Until the years '45-'91, the ownership document was complete and accurate. The property, although it was seized by the agrarian reform after '45, was not actually alienated. Except for cases where a school, public work or hospital was built," said Pjetri.

 

The expert emphasized that the fundamental problem began with Law 7501, which distributed agricultural land after the '90s, but according to him, did not return the property to its owner.

"The main problems with properties begin after '91. The AMTP Law 7501 (Land Acquisition Act) in my opinion did not bring the property to the owner. It created a new conflict and further deepened the problem of inheritance and ownership," - emphasized Pjetri.

He also focused on the basis of archival documentation, explaining that until that period, mortgage registers were regular, while historical documents proving ownership were preserved in archives.

"The old documents were kept by the archive. We just had mortgage registers," he added.
