The Deputy Chairman of the Tirana Municipal Council, Dorian Teliti, has issued serious accusations against the socialist majority, describing today's council meeting as 'unconstitutional' and 'outside any democratic function'.
According to Teliti, the opposition councilors' microphones and cameras were turned off when they were about to present the tax reduction amendments.
Immediately after the SP closed the meeting, Teliti accused the majority of being afraid of debate and accountability. He stressed that the meeting was closed with an expedited procedure as soon as the opposition's turn to speak passed.
'A council that has now completely turned into a group of people, advisors, card-carrying people, who close the meeting as soon as the opposition's turn comes,' said Teliti.
Statement by the Deputy Mayor of the Municipal Council, Dorian Teliti;
Even today, in today's meeting of this council that has lost and has been deprived of any kind of function. A council where there is no debate, a council where opposition councilors are not allowed to express their views on the acts on the agenda.
A council that has now completely turned into a gang of people, advisors, card-carrying people, who, the first moment the opposition advisors get their turn to speak, raise their cards and close the meeting, immediately moving on to the voting procedure.
We had very important acts today to discuss and raise concerns on behalf of the citizens of Tirana. You don't want the majority councilors, that we talk today about the Eco-park and Eco Tirana, where 9 million euros of funds, additional budget are added and at the same time the right of the Municipal Council to sign any change to the contract is removed, passing it to the executive.
To this corrupt executive, who today, according to Veliaj's model, is in SPAK and in court, to make it possible for us to not know anything about what will happen in the future with waste management and the cleaning of Tirana.
They didn't want us to raise concerns today regarding the taxes, fees, and fees paid by the citizens of Tirana. We had seven amendments submitted to the Municipal Council and we would present them today, regarding the reduction of the fiscal burden for families, individuals, and businesses in Tirana.
They didn't want to hear today about the dozens, hundreds of bankruptcies that are happening every day in Tirana's businesses. They didn't want to hear today about the abandonment that has been made of the farmer and the mockery they are making of him today by giving every farmer in Tirana practically only 6 thousand lek in subsidy in the year 2026 that we are.
They didn't want us to raise our voices today and speak out about the alienation of public property, which they want to rent out to the next client, right in the TEG area, in a preferential area, one of the most expensive in Tirana, supposedly to put it into cultural and educational functions.
They didn't want us to talk today about the problems of urban transportation, the problems that citizens have with public spaces occupied by those who are their clientele, but, well, public spaces were violated by this same municipal police, by this same, this same municipality, two months ago, when it took its famous action, crushing Tirana's businesses and bankrupting tens and hundreds of them.
Why doesn't the municipal police enter Bllok to vacate public spaces? Why have they intervened in other areas but not in Bllok? Why are there streets in Tirana that the municipal police do not enter to supposedly vacate public spaces occupied by businesses, but in other areas they intervene.
Why are those who receive tenders from the Municipality of Tirana, those who take the money from the budget of Tirana and put it in their pockets without providing service to Tirana in return, where the preferred clientele of the Municipality of Tirana is, tolerated, while the citizens of Tirana continue to suffer at their expense the daily, visible deterioration of our living conditions and our well-being?
How is it possible that today they lacked the will and immediately closed the meeting as soon as the opposition councilors got the chance to speak, to talk about issues that are important for our children, daycare centers, kindergartens, schools, those schools with two shifts.
How is it possible that we once again have a socialist majority in the Tirana Municipal Council, that after listening with the utmost respect, for two full hours, to the opposition councilors on their positions and their decision-making, the moment the time came for us to express ourselves, they closed the meeting in open violation of the Constitution, in open violation of the law on local government and in open violation of the regulations.
They can do whatever they want, they can turn off our microphones like they turned them off, they can turn off our cameras like they turned them off, but the opposition and our team of lawyers, from the next day, there will be no more negotiations to respect the rights of the opposition.
We will address the Constitutional Court and at the same time the Administrative Court, starting with the Prefect of Tirana, for the declaration of unconstitutionality, for the declaration of this meeting, this meeting not a normal meeting, not a legal meeting, but a meeting outside any standard.
A standard that must be restored, because for three years, unfortunately, since June 29, 2023, when we were constituted as a Municipal Council, the rights of the opposition have not been respected at all. And last but not least, again for the 35th month, the establishment of the internal financial control commission was again rejected by the majority. They are afraid of being investigated.
