The leader of the Democratic Party, Sali Berisha, in a video message accused Prime Minister Edi Rama of trying to create a legal shield to avoid suspension or criminal prosecution.

Berisha rejected Rama's statement about "non-delegable functions", emphasizing that the law allows for the delegation of powers and that there are decisions signed by deputy ministers with authorization.

He warned that "on February 20, citizens will fill the squares and streets of Tirana to save Albania from Edi Rama's narco-regime."

Full reaction:

Good day!
Today, in his monologue of deception, Edi Rama released the next lie. He told the citizens that he has non-delegable functions. Terrified by the Brussels ultimatum, by the cancellation of all the meetings he had in Munich, he again, like a drowning man, is clinging to the grass. He is making a last-ditch effort to create a legal shield against himself. Anyone who heard Edi Rama talk about non-delegable functions, will understand that he lied, not once, but hundreds of times just about the function of prime minister.
What do I mean by this?
In the archive of the Council of Ministers, there are not dozens, but hundreds of decisions signed with his authorization by the respective deputy ministers, according to the time.
But, in addition, this is a legal provision, which allows the prime minister to authorize his deputy to sign.
Secondly, the Constitution itself has provided for replacement, delegation. In the event that the President of the Republic flies, goes abroad, his deputy is the Speaker of Parliament, by the Constitution. In the event that the Minister is absent, with his authorization, he is replaced by the Deputy Minister, who signs for the Minister.
So, what will we see tomorrow?
We will see an act that we have never seen before and never heard of.
MP Edi Rama presents an amendment to parliament to protect Prime Minister Edi Rama from suspension by the courts or when he is caught in a crime. He therefore seeks to create a legal shield.
On this occasion, terrified and by the protest, he used insulting, humiliating words for people of the highest ideals, for true missionaries.
According to him, they are street urchins, they are mercenaries, they are paid people.
I tell Edi Rama that they are the missionaries of Albania's salvation. And that February 20 is the day on which the noblest ideals of Albanians, the missionaries of this country, will fill the streets and squares of Tirana to save Albania from the Albanian regime of drugs, crime and theft, to save Albania from the narco-dictator, Edi Rama.
