The Socialist majority has opposed the request to increase the security measure against Deputy Prime Minister Belinda Balluku, arguing that the legal conditions for her transfer to detention do not exist. In the Council for Mandates, Ulsi Manja, stated that SPAK's request to increase the measure is not based on new facts that would justify such a decision.

According to Manja, the legal framework for changing the security measure requires the existence of new circumstances. He emphasized that, although the prosecution has mentioned additional episodes that, according to it, increase the alleged damage to the state, the essence of the case remains unchanged.

Manja: Regarding the need to increase the security measure, the Council took into account the legal framework for the measure, this provision requires the existence of new facts. Now SPAK in the report says that several new facts and episodes have been added which automatically increase the hypothetical damage that the state has suffered from these procedures. In our assessment, increasing the measure would mean moving to detention, when this should be the last measure. There is one fact that does not change, the criminal offense, it remains the same. The claim does not meet the conditions.

Detention is the last resort. There is no new criminal offense, only the violation of equality in tenders. The offense remains the same. The allegation of aggravation of the situation does not change.
