“Consulting & Management Albania” sh.pk is a company, founded in 2008 and according to the National Business Center, its object of activity is the field of consultancy and technical services, along with several other similar fields. However, according to data published by opencorporates.al, the company's most significant income began to come in 2012, where the annual profit reached about 50 million lek per year. Until 2017, income from economic activity remained at approximately the same level.

On the other hand, all of a sudden, this company in 2018 began to have annual revenues, which were calculated at the amount of 219 million new leks.

Until this period, the administrator of “Consulting & Management Albania” sh.pk was Skënder Bedalli. According to data from the National Business Center, Bedalli was expected to hold his position until 2024, but in 2019, Ervis Myftari appeared, who bought the company for only 1000 euros.

We recall that Myftari's company is mentioned in the SPAK file against the mayor of Shkodra, Benet Beci. Beci, along with Evis Berberi's wife, Adela Ruko and Jonid Kazani, are under investigation for committing the criminal offense of "Violation of equality of participants in tenders and auctions."

According to SPAK, these defendants created privileged advantages in the KESH sh.a. tender, during the time Benet Beci was the director of the corporation. The tender in question had a limit fund of 69 million lek, in 2019.

At that time, the only bidder and winner was "Consulting & Management Albania".

Thus, at the National Business Center, Myftari was registered as the administrator of “Consulting & Management Albania” in 2020, which he continues to hold to this day. A year later, the company began to have profits of over 300 million new lek per year.

According to data provided by "Vetting", almost 90% of this company's income comes from tender funds associated with "Albcontrol" sh.a.

"When we talk about public money, companies must be very transparent and avoid any suspicion of illegal situations that harm the interests of citizens and lead to abuse of public funds," says lawyer Redi Ramaj.

“Albcontrol” sh.a. is the other actor in this triangle suspected of tax evasion. This institution is under the administration of the Ministry of Economy, Culture and Innovation and is tasked with managing Albanian airspace.

According to openspending.al., “Albcontrol” has conducted 15 tenders with “Consulting & Management Albania” sh.pk, from 2018-2025, with values ​​ranging from 3 million new lek to 75 million new lek, for various services. All of these go to the total amount of 496 million new lek. Meanwhile, nine of them result in red flags, an element that raises concerns that there were advantages for this company in the procurement procedures, in order to benefit from public funds.

"One of the elements of competition is the participation of many companies in a single tender. In every public tender there must be real competition. The fact that only one company participates or that the criteria are made specifically for one company indicates a violation of competition and favoritism," lawyer Ramaj further explains.

However, unofficial sources tell "Vetting" that since the profits of "Consulting & Management Albania" are large, it is suspected that in order to avoid tax obligations, Ervis Myftari enters into fictitious purchase contracts with the company "R & T" sh.pk. "R & T" is a company founded in 1995, which operates in several fields such as consulting, studies, IT maintenance, software, etc.

According to data published by opencorporates.al, although the company was established in 1995, its highest annual turnover began to appear in 2010, reaching around 3,5 billion lek. Over the years, the company has recorded significant profits, with occasional fluctuations, but generally remaining at high levels, in the billions range.

"Normally, every public tender must be competitive. There may be special cases where only one operator competes, but in general there should be several operators and the competition should be on quality and price. Only one operator cannot be selected without competition.", says lawyer Ramaj.
