The impasse over magistrates' salaries is expected to return to the center of discussions in the High Judicial Council.

On September 10, at 10:00, the General Meeting of Judges will be held, where the institutional position of judges on this issue will be discussed. The focus will be on finding a solution that responds to the decision of the Constitutional Court, reports journalist Klodiana Lala.

According to the Supreme Court of Justice, failure to resolve the situation risks affecting the normal functioning of the courts. The issue is also related to guaranteeing the constitutional status of judges and preserving the independence of the judiciary.

The meeting is expected to determine the institutional steps that will be taken to address the impasse.

Given the situation created in the judicial system, as a result of the failure to implement within the deadline decision no. 15/2026 of the Constitutional Court on the salary of magistrates and the blockage by the state structures responsible for the administration of the budget, the salaries of judges and the judicial administration;

Considering that this situation is particularly serious and worrying, as it directly affects the normal functioning of the courts, the constitutional guarantees of the status of judges, the independence and institutional integrity of the judiciary, as well as the binding authority of the decisions of the Constitutional Court;

Considering that respect for the Constitution, the boundaries between powers, and the final decisions of the Constitutional Court constitutes an obligation and responsibility for every state institution;

Considering that the seriousness of the situation requires a rapid, responsible and institutional response from the judiciary and that, on a matter that affects the entire judicial branch, it is important to hear the voice of every judge and for the judiciary to express a common position;

In order to develop an open discussion among judges of all levels on the current situation, respect and implementation of the decision of the Constitutional Court, protect the independence of the judiciary and determine the position and institutional steps deemed necessary to resolve it;

In accordance with Article 13 of Law No. 115/2016, “On the governing bodies of the justice system”, I hereby convene the General Meeting of Judges, with the following agenda:

1. Discussion of the situation created by the blocking of the salaries of judges and judicial administration and determination of the institutional position of the judiciary for its resolution in accordance with Decision No. 15/2026 of the Constitutional Court, the Constitution and the guarantees of the independence of the judiciary.

The General Meeting of Judges will hold its proceedings on Thursday, September 10, 2026, at 10:00 AM, at the premises of the High Judicial Council.
