The Special Prosecution Office, SPAK, seizes the file for the 17 billion lek tender conducted by the National Water Supply and Sewerage Agency for the closure of the Porto-Romano landfill. In the bulletin of the Public Procurement Agency, the National Water Supply and Sewerage Agency has announced the winner without competition, the merger of operators between the Albanian company “Victoria Invest International” and the Italian one, “De Mare” srl”.
What is noticeable is that the winning of such a procurement worth billions of lek was carried out without competition but through a procurement procedure "with negotiation, without prior announcement", arguing that it was due to the extreme need we are in after the events caused by the earthquake of November 26. This argument, as well as the entire tender for the closure of the Porto-Romano landfill, raises doubts about a predetermined process.
Sources for News 24 inform that for this public procurement of 17 billion lek developed by the National Agency of Water Supply and Sewerage for the closure of the Porto Romano landfill where the union of operators "De Mare" srl and "Viktoria Invest International" was declared the winner, in a closed procedure, from those considered "with negotiation, without prior announcement" the file was seized this week. Based on the data of the national business center, the Italian company "De Mare" srl, registered in the NRC only 3 days before the tender, as well as the Albanian company "Viktoria Invest International".
