Tensions and successive interruptions dominated the plenary session, which returned for the fourth time in an attempt to continue the proceedings. Amidst the chaos in the hall and the opposition blocking the rostrum, the leader of the SP parliamentary group, Taulant Balla, demanded the closure of the discussions and the immediate transition to voting.

Speaking in the Assembly, Balla said that the normal development of the session had become impossible due to the continuous obstruction of the proceedings by the opposition. "We are in conditions where we cannot continue the discussions. For the first time we are facing such a deadlock situation. This is a serious stain on the Assembly. On the agenda we have draft laws related to the European agenda and important issues for Albania's integration into the EU. For this reason, I propose to interrupt the discussions, consider the interpellations as exhausted and proceed directly to the vote", he said.

The proposal was met with opposition MPs' opposition, who continued to block the floor. Meanwhile, the chairman of the session, Niko Peleshi, stated that he had tried to find a solution through dialogue, but the opposition representatives did not respond to the invitation for a meeting. "I invited the leaders of the parliamentary groups to find a solution, but they did not show up. In these conditions, I see no other way than Mr. Balla's proposal to suspend discussions and proceed to a vote," Peleshi said.

The majority then approved, with 79 votes in favor and 2 against, the suspension of discussions. The interpellations were considered concluded and the Assembly decided to proceed directly to the consideration and voting of the draft laws on the agenda.

Before the voting procedure, Peleshi announced another five-minute break. After returning to the hall, Balla presented another proposal, this time to postpone the vote to 18:30, arguing that some of the draft laws required a qualified majority and additional time was needed for the presence of deputies.

"Due to the votes that require a certain number and the deputies who are on the move to come to the Assembly, I propose that the vote be held at 18:30," he declared. The request caused strong reactions from the opposition, which demanded explanations for the postponement of the process. Peleshi clarified that it was only a matter of changing the schedule and not canceling the vote.

"The session has already decided to suspend the discussions. Now we are only considering the proposal to postpone the voting time," he stressed. In conclusion, the Assembly approved with 77 votes in favor the decision to hold the vote at 18:30. On the agenda were several important draft laws, including Criminal Amnesty and amendments to the Road Code.
