The meeting of the Committee on Culture, Tourism and Diaspora was held amidst tensions. Chairwoman Ina Zhupa said that the majority had committed "legislative corruption" after drafting a legal package for construction in protected areas.

Referring to “The Albanian Files,” Zhupa said that the law was specifically amended to accommodate the 523 projects.

"You know very well that this parliament has made laws after Edi Rama published the book. The Albanian dossier which envisaged construction in protected areas without changing the law and to adapt to those investments that Edi Rama had guaranteed, you have made a legal package that was suitable for 523 projects, which without this legal package would have been impossible to realize. This is the peak of the highest level of corruption, it is called legislative corruption, custom-made laws", said Zhupa.

Her statements caused discontent among the majority MPs who demanded that the discussion return to the issues of the day. Bujar Rexha from the Socialist Party left the hall.

Zhupa said that the protest that has been taking place for 29 days in front of the prime minister's office has told the government that "it has come to an end." He then began presenting three proposals, for which Secretary Arkend Balla's opposition to voting on them, he said that "they are afraid of the truth."

Ina Zhupa: The 523 projects are to make Albania unlivable, expel Albanians, destroy every protected area and donate Albania to friends and oligarchs to be used by the rich Albanian and world elites. That these are you and this is what you believe. But that protest, in fact, said the most important thing. The most important thing about that protest is that you came to an end and you really came to an end.
Arkend Balla: The end has come for you, because your causes have taken you away!
Ina Zhupa: I have three suggestions, at the end of the procedure. The first, monitoring visits to natural heritage sites, which today result as problematic to see all together, what the situation really is, because it is in the common interest to be good.
Arkend Balla: No one votes for these proposals.
Ina Zhupa: Don't vote for him because you are afraid of the truth.
