The Mayor of Tirana, Erion Veliaj, has asked the Prosecution to reveal the persons behind the names "Nesti Angoni" and "Nasta Pëllumbi", who, according to him, have forged documents to initiate criminal proceedings against him at SPAK.
In the criminal complaint for "forgery of documents", filed on April 16, 2026 and signed by the cell in Durrës, Veliaj claims that these persons do not exist in the Civil Status registers and that the use of false identities has led to the registration of a criminal proceeding in violation of the law.
He emphasizes that this is not about anonymous reports in the classic sense, but about the creation of false informants, presented with forged names and signatures, with the aim of artificially increasing credibility before the prosecution.

According to Veliaj, this action constitutes not only falsification of documents, but also direct interference in the process of initiating criminal investigations, as actions with concrete legal consequences have been taken on the basis of these materials.
"The Special Prosecutor's Office against Corruption and Organized Crime, based on the document "Data for SPAK", has begun verifications and then registered against me, on 08.02.2024, criminal proceedings no. 27. The document "Data for SPAK", drafted and signed by a person self-identified as "Nesti Angoni", served as the basis for initiating criminal proceedings against me.
From the verifications carried out by the Special Prosecution Office against Corruption and Organized Crime itself, it results that this person does not exist in the national civil status register and therefore we are dealing with a false identity. In this context, it is essential to emphasize that in this specific case we are not dealing with an anonymous report in the classical sense of the law, but with a document presented in the form of an identified report, through the use of a specific false identity, accompanied by a physical signature. This element fundamentally differentiates this case from an anonymous communication, as we have a simulation of the identity of the reporter himself, with the aim of creating a false credibility before the proceeding body.
In this way, the document “Data for SPAK” contains elements of false representation of identity and circumstances, deliberately used to create an artificial basis for initiating criminal proceedings. The person who drafted and signed this document presented untrue circumstances, signing on behalf of a person who does not exist.
This action did not remain at the level of a simple communication, but produced concrete legal consequences, since on the basis of this document criminal proceedings no. 27/2024 were registered and investigative actions were taken, directly violating the rights and interests of the complainant. This case does not constitute a mere documentary inaccuracy, but an active intervention in the mechanism of initiating criminal prosecution, using a false identity to create a false basis on which a criminal proceeding was built,” the complaint states.
