A residential and service building on “Llukë Kaçaj” Street, in Administrative Unit no. 4 in Tirana, has been confiscated for public interest after serious legal violations in construction and use were found. According to the official announcement, the action was carried out by the structures of the State Police and the Inspectorate of Territorial Protection, in cooperation with the Directorate of Monitoring and Enforcement of Construction Permits at the Municipality of Tirana.

The verifications showed that the building had been built in excess of the building permit, specifically by adding the 10th and 11th floors to a building approved as 9-story, as well as by constructing part of the 12th floor. The authorities also found that the building had been put into use without a certificate of occupancy.

It is a building that has not yet been fully completed, and so far no one lives in it. Journalist Xhensila Kodra reports for BalkanWeb that the construction was initially started by the company "Sky construction shpk" of MJ, which according to sources was unable to complete it due to financial issues, and was continued by A.Sh. The unauthorized floors were discovered by joint checks between the police and IMT.

As a result of a joint action between the structures of the State Police and those of the Inspectorate of Territory Protection, the Municipality of Tirana, through the Directorate of Monitoring and Enforcement of Construction Permits, undertaken in implementation of the law and in protection of the public interest, has been confiscated for public interest, residential and service facility, on “Llukë Kaçaj” street, Administrative Unit No. 4, Tirana.

The verifications carried out showed that the 10th and 11th floors of the 9-story building and part of its 12th floor were built in excess of the building permit.
It was also found that the facility had been put into use without a certificate of use. Referring to Normative Act No. 8, dated 01.10.2025, the excess resulted above the 10% legal threshold provided for the measure of confiscation for public interest.

The procedural materials were referred to the Prosecutor's Office for further action. Also, specialists from the Economic and Financial Crimes Investigation Sector at the Criminal Police Department and the services of Police Commissariat No. 4 Tirana have referred procedural materials to the Prosecutor's Office several times for violations found in this facility.

The State Police remains fully committed to cooperating closely with all law enforcement agencies tasked with controlling the territory, with the aim of preventing, detecting and cracking down on cases of illegal construction and crimes against the environment in general.

The area where the illegal buildings were found is under the jurisdiction of Police Station No. 4, headed by Feliks Hoda. In a media report, a police inspector directly accused the head of the police station, Hoda, of personally interfering in allowing the illegality. “This police chief is nothing more than a fine collector who collects 3 euros for every illegal construction. He calls us personally and asks us to ‘turn a blind eye’ to these buildings,” the inspector, who has chosen to remain anonymous, said in his testimony.

Although the police state that they have referred materials to the Prosecutor's Office, the fact that the building was completed and occupied raises strong doubts about the effectiveness of the control of the territory.

During the monitoring of electronic media, reports were found that in a multi-storey building under construction on “Llukë Kacaj” street, Administrative Unit no. 4, 2 residential floors were built, exceeding those specified in the relevant permit issued by the Municipality of Tirana.

After verifications carried out by the State Police structures, it resulted that the facility was built in excess of the building permit above the 10% legal threshold provided for the measure of confiscation for public interest, referred to Normative Act No. 8, dated 01.10.2025.

The Police Supervision Agency (Tirana Region) has administered the written documentation and has received the statements of the relevant police structures, where based on the first investigative actions it has referred the procedural materials to the Prosecutor's Office at the Court of First Instance of General Jurisdiction of Tirana, for two police officers, suspected of committing the criminal offense of "Abuse of office" provided for by Article 248 of the Criminal Code.
