One of the managers in the Tax Administration is Erilinda Lala, who was a manager who was illegally appointed to the position by Director General Binaj after the Director failed to take the exam at the Department of Public Administration and now in October 2025 she has been introduced to take the final exam.

According to the former director of audit at Taxes, Muharrem Doku, to be a manager in the Tax Administration, you must first have the status of a civil servant and the General Directorate of Taxes must announce job vacancies.

"This is also done in cooperation with the Department of Public Administration, which announces vacancies and an exam must be conducted to procure for the job positions. As far as I have information and as far as I have seen, there are no such announcements, especially for vacancies for managers, but not even for inspectors. And I think that these are all in violation of the law, appointments that have been made and are being made by the managers of the General Directorate of Taxes", said lawyer Doku.

From the research of "Vetting" it results that Erilinda Lala started working as the head of the cabinet of the tax chief Binaj in November 2024, while until the end of December 2024 she was a shareholder together with Marsida Dedej in the former company "GEA Construction", today "2D CONSTRUCTION 2025" shpk. On December 16, 2024, Lala would donate the shares of the company to Marsida Dedej.
But the fact that she was a shareholder in a private company indicates a possible conflict of interest, as tax officials cannot have businesses because the field in which they operate conflicts with their activity.

The problems with appointments in the tax administration are old and current, as they were highlighted during the time when Ceno Klosi, who is under investigation for fraud and falsification of documents, was in office.

According to lawyer Doku, these appointments exist to put pressure on subordinates in the Tax Administration.

"When a head or an employee has an appointment that he has earned through the exam in the Public Administration or the General Directorate of Taxes, you cannot exert pressure on him while performing his duty, but being in command, they are easier to blackmail and this is, I think, the path that those leaders have chosen to keep such leaders," said lawyer Doku.

This is also confirmed by the latest reports of the Supreme State Audit. Apparently, pressure on the Tax Administration from the people who run it or people connected to it, violation of the law is a fact.
