Klosi is one of the closest associates of former Deputy Prime Minister Belinda Balluku, as former Director of the former National Agency for Water Supply, Sewage and Solid Waste, as well as former Deputy Minister of Infrastructure and Energy.
Of all the associates of former Minister Balluku, Ceno Klosi is the only one who roams free, untroubled by the Special Prosecution Office, even though "Vetting" has denounced with facts the concealment of assets such as the company "First Bar Limited" and the hotel, both in London, Great Britain.
The people of Klos behind the photovoltaic plant in Fier
New information that has recently emerged reveals that the people who managed the assets of Ceno Klosi's brother, Genti Klosi, are the same ones who obtained licenses and construction permits for a photovoltaic production plant in the city of Fier, near the coast.
The story of the photovoltaic plant began earlier with the creation of the company "Orher" sh.pk in December 2020, but the developments that would raise suspicions that Ceno Klosi was behind this company would occur on January 19, 2023. Mirel Mjekra would leave the company's administration to be replaced by Maria Mino, and the owner of the company is the company SEAN sh.pk, with ultimate owner Aulona Gaxhenji, which at the beginning of 2024 would sell ownership to the company "FINVEST" with shareholder Julian Dhima.
Administrator Maria Mino was the manager of the luxury restaurant of Klosi's brother, Genti Klosi, who owns the company "TOV 2019". From the verification of documents, it results that the Energy Regulatory Authority declares that the area is in the village of Grykë in the Topojë administrative unit, while the contract of the Ministry of Infrastructure and Energy indicates a construction in the village of Povelçë, also in the Topojë administrative unit.
In this case, the Ministry of Infrastructure and Energy has made a mistake, which indicates a serious problem.
This is because the permit from the Territorial Development Agency specifies the area and location, which is in the village of Grykë in the Topojë administrative unit of the Fier Municipality. In fact, the village of Povelçë is located in the Dërmenas administrative unit of the Fier Municipality, while the village of Grykë is in the Topojë administrative unit.
The error is related to the fact that the village of Povelçë and the village of Grykë are different locations in different administrative units in the Municipality of Fier. “Vetting” was on the ground to verify the location of the photovoltaic plant and discovered that this plant was located in the village of Grykë and not in the village of Povelçë.
In this case, both the Ministry of Infrastructure and Energy and the Energy Regulatory Authority have made a mistake, which could invalidate the actions taken so far. The first mistake came from

Has the Regulatory Authority received an order to grant this license despite the errors and approved it?
How can a license be passed to different villages without being corrected? How can you issue a license without verifying the location of the village?
On September 16, 2025, the Democratic Party would file a report on the file related to the contract of the company ORHER shpk and just a few days ago, November 2025, SPAK would declare that criminal proceedings have been registered with no. 95, year 2025, on the basis of the criminal report filed by citizen Adriana Kalaja against citizens Belinda Balluku, Ceno Klosi. "Vetting" contacted the Energy Regulatory Authority and the Ministry of Infrastructure and Energy regarding the error regarding the location of the photovoltaic power plant, but as of the publication of this article, there had been no statement from the institutions.
But the photovoltaic contract is not the only thing weighing on Ceno Klosi, as even as the head of the General Directorate of Taxes, we find countless violations by the Socialist Party MP.
Klosi overshadowed NGOs that pose a risk for money laundering and terrorism
One of the silent problems that no one has thrown a stone at until now, neither the Prosecutor's Office nor the Tax Office are non-profit organizations with suspicious financial activity. The signal about the lack of audit in these organizations came from the Supreme State Audit and is related only to NGOs, which have problems with financing, who is behind them and what is the purpose.
Apparently, one of the stains that will remain with Klos as tax chief is the fact that the Tax Directorate during his time has not implemented any control program near non-profit organizations. In fact, NGOs have been in the spotlight because there have often been suspicions that they are being used for money laundering.
The audit shows that Taxes, under the direction of Ceno Klos, have not initiated any control program during 2023 at non-profit organizations operating in our country. According to information from the Tax Risk Management Directorate, it turns out that in the last 5 years, no proposed controls have been carried out at these NGOs.

However, NGOs are just one sector that the former tax chief has violated, as another serious fact is also related to the tax work process with measures against employees. Instead of taking measures to reprimand and dismiss tax inspectors and directors who implement his orders in violation of the law, Klosi has chosen to oppose the High State Audit.
One of the biggest shortcomings is the fact that tax liabilities exist outside the current system. So, in a state institution like Taxes, Klosi has decided not to record tax liabilities according to the law, but with schemes that raise doubts about the way this institution is run.
When will Ceno Klos' secret hotel in London be seized?
On June 7, 2024, Klosi would be appointed Deputy Minister of Infrastructure and Energy, being in a conflict of interest with the position, as even today, Klosi continues to be in a conflict of interest as an MP. This is because he is an active shareholder in the company "First Bar Limited" and owner of a luxury hotel in London, Great Britain.
Through confidential sources, "Vetting" has obtained information that reveals that Klosi is one of the three owners of a prestigious hotel in London.
"The UK business in which Klos owns 33% of the shares, First Bar Limited, holds the leasehold right for a pub in Surrey - the Foresters Arms in Hampton Wick, which it bought on 31 May 2019 for 108 thousand pound" - said a source for Vetting.

From the data on the official website of this real estate, it is revealed that this hotel with restaurant and pub was established in 1861. Even after the change of management at "The Foresters Arms", the decoration has been partially changed, where the company has made new investments .
Other details about the hotel's transactions are revealed in official documents, which Vetting obtained from the Land Registry or HM Land Registry, which is part of the Department for Housing, Urban Development and Communities, which reports to the Secretary of State in the United Kingdom.
In the document dated March 20, 2022, the company “First Bar Limited” is confirmed as the owner of this hotel-pub, with the company’s original address. It also records the purchase price of the contract, which confirms the transaction worth 108 thousand pounds.
Failure to specifically declare this asset has made Ceno Klosi subject to Law No. 9049, dated 10.4.2003 "On the Declaration and Control of Assets", where senior officials must declare in any case the assets they own according to Article 4, point a of this same law.
At no point is this asset disclosed by Ceno Klosi in the initial declaration to the HIDAKKI, adding to the number of violations committed by the head of Taxes. In fact, Ceno Klosi again declares his assets year after year, repeating the concealment of his assets, as former Director General of Taxes, as former Deputy Minister of Infrastructure and as a Socialist Party MP in the Albanian Parliament.
But how did Klos's problems with companies in London's offshores begin?
In January 2019, Ceno Klosi would become one of the partners of the London-based company “First Bar Limited”, along with Redin Dokaj and Ritvan Dhamo. Klosi owned 33% of the shares, as he currently does today, but his problems with this company would begin when he would become the head of the former National Agency for Water Supply, Sewage and Solid Waste.
In the form submitted to the High Inspectorate for the Declaration and Control of Assets and Conflict of Interest, Klosi would not declare that he had obtained a loan on May 5, 2020 through the company "First Bar Limited" from British banks.
From the official documents, he has not declared the company's Common Fund worth 33 thousand pounds for 2020 and worth 121 thousand pounds for 2021. Also the company had bank accounts worth 18 thousand pounds in 2020, which are 4 -doubled to 72 thousand pounds in 2021.
But this is the least of the problems because things got complicated when the banker from Fieri decided to move to the head of the Tax Administration. It remains a mystery how Klosi agreed to take a position, which by hiding the company would put him in front of violations of the Criminal Code.
"Vetting" has discovered that Klosi did not give up the shares of the company and the self-declaration of the wealth form.
Even more unclear is the fact why Ceno Klosi did not resign from the shares of the company in London, where even to this day he is a shareholder in violation of the Law on the Prevention of Conflict of Interests in the Exercise of Public Functions. According to Article 22 of this law, Ceno Klos is prohibited from owning shares or shares in the capital, as well as any other type of benefit, which does not originate from passive ownership, from commercial companies.
Recently, the Special Prosecution Office has taken up the Bankers Petroleum case and has also placed the Taxation Institution under investigation, where it should be noted that for about 4 years, this institution has been headed by MP Ceno Klosi, against whom the files in the Prosecution Office are constantly increasing, but to date there has been no suspension or ban measure from SPAK.
