Vlora Hyseni, against whom the Special Anti-Corruption Court (GJKKO) imposed the security measure of "house arrest" and was suspended from duty, was appointed head of the State Intelligence Service in March 2023. Prime Minister Edi Rama announced on March 17, 2023 that he had proposed to President Bajram Begaj the name of Vlora Hyseni, former deputy director of the Kosovo Intelligence Agency, for the position of head of SHISH.

"I presented to the President of the Republic the proposal for the appointment of Ms. VLORA HYSENI as Director of the State Intelligence Service, with the full confidence that the outstanding preparation, the experience gained over the years and the respect that Ms. Hyseni enjoys in the international intelligence community, constitute a full guarantee for the further reform of the Albanian intelligence service," the Prime Minister wrote at the time, expressing appreciation for her figure.

Before being appointed head of SHISH, she worked for several years at the Kosovo Intelligence Agency (KIA), where she initially held the position of Director of Foreign Relations and then, from 2019, that of Deputy Director. In mid-2021, she was dismissed from her post by President Vjosa Osmani and Prime Minister Albin Kurti for reasons that are not publicly disclosed.

SPAK MEASURE
Journalist Klodiana Lala reported exclusively for BalkanWeb that Hysen is accused of supporting the perpetrator of the crime and revealing investigative secrets.

Meanwhile, during the searches carried out by SPAK in her apartment, Hyseni was not found. BalkanWeb learns that Vlora Hyseni is in Baku, Azerbaijan, for a conference with 82 heads of intelligence services from around the world. At a time when the GJKKO issued this security measure for the number one security of the Albanian state, the question naturally arises whether national security has been compromised?!

"It is the first time that a senior official has received this security measure. While it is alleged that the head of SHISH has Albanian secrets in his hands, he has ended up in an arrest measure. It is not confirmed whether this security measure was communicated to him or not. He is the first senior official in this position to end up in this accusation under suspicion by SPAK," said journalist Klodiana Lala.

We recall that SPAK launched a blitz this morning, conducting searches in several offices and apartments of several high-ranking officials and former officials, including former police chief Ilir Proda. Several police officers have been arrested.
