At a time when the GJKKO ordered 'house arrest' for the head of the State Intelligence Service, former Prime Minister Edi Rama stood as a guarantor for Albanians for Vlora Hyseni. The latter is accused by SPAK of supporting the perpetrator of the crime and leaking secrets, while she is suspected of favoring businessman Ergys Agasi. She officially took office in April 2023, becoming the first woman to lead the Albanian intelligence service.

Rama, through a post on Facebook, wrote at the time that Hyseni had the appropriate experience and preparation for this position. "Today I presented to the President of the Republic the proposal for the appointment of Ms. VLORA HYSENI as director of the State Intelligence Service, with the full confidence that the outstanding preparation, the experience gained over the years and the respect that Ms. Hyseni enjoys in the international intelligence community, constitute a full guarantee for the further reform of the Albanian intelligence service," he wrote.

Vlora Hyseni held the position of deputy director of the Kosovo Intelligence Agency (KIA) but also its leadership for a short period due to the departure of the previous director, Kreshnik Gashi.
