The implementation of the "Mountain Package" in Theth brought strong debates at the next meeting of the Shkodra Municipal Council.
Opposition councilors say that the "Mountain Package" in the Shkodra Municipality is completely in protected areas and could create new legal conflicts in Theth, calling it unconstitutional. According to opposition councilors, the goal is the nationalization of the lands.
In response to the complaints of opposition councilors, Director of Planning and Territorial Development at the Municipality of Shkodra, Mikel Kopsaj, said that citizens are being given the opportunity to invest in properties where they do not have the opportunity to do the land documentation.
The debates took place during the discussions on the agenda item "On the approval of entities seeking to be recognized as "Non-Owner Possessors" and the plan-surveys of the relevant surfaces in the development zones in the territory of the Municipality of Shkodra".
