The Chairman of the Republican Party, Fatmir Mediu, proposed the creation of a civic-political coalition, called by students, teachers and protesters, as a common front against the government of Edi Rama, as well as the emergence of a common candidate in the local elections. In his speech at the National Assembly of the Republican Party, Mr. Mediu praised the youth protest as hope for change in the country and called for the unification of political and civic forces in a coalition that is not called by political parties, but by the representatives of the protest themselves.

"Building a civic political coalition called by protesters, students, teachers, without any political exclusion, as a clear front against corruption, violence, inequality and the government of Edi Rama and with an essential goal, free and fair elections," said Mr. Mediu, emphasizing that uniting around several main political demands would serve the common goals of all opposition forces.

"First, the resignation of Edi Rama as a necessary political solution to restore faith in Albanian society that we can change this country.

Second, the creation of a new caretaker government with a clear mandate for free and fair elections, establishing it as a constitutional obligation before every parliamentary election.

"Third, an electoral reform, which guarantees that parliament and deputies are represented according to free vote and fair competition with open lists," said Mr. Mediu at the PR National Assembly.

Fourth: Territorial reform which guarantees local autonomy and governance throughout the country's territory

Fifth: Limiting the prime minister's term to two terms.

Sixth: Running with a joint candidate in the local elections from the civic-political coalition according to the criteria and procedures established by this coalition.

The Republican leader, who is one of the earliest critics of the current electoral system, emphasized the priorities that the parliamentary commission on electoral reform should have, where he also mentioned the limitation to two terms for the prime minister.

"We cannot become a facade of an electoral reform commission to continue the agenda of the Socialist Party and Edi Rama. We cannot discuss electoral reform without first resolving two important elements that should be the priority of this electoral reform. The first, the separation of the state from crime. The second, open lists," said Mr. Mediu.

Referring to the upcoming local elections, Fatmir Mediu proposed running a single candidate for each municipality, supported by all opposition factors.

"Since we are before the local elections, there is no other way to make the first challenge to the criminal and corrupt government of Edi Rama, other than coming out with joint candidates and I think that through polls, by giving everyone, the Youth Front, the opposition political parties, the opportunity to propose candidacies and whoever emerges as most supported by popular polls, which are organized by groups of professionals or well-known institutes, we should determine a candidate, a team and support them politically by everyone and the entire Albanian society", said Mr. Mediu at the PR Assembly.

In his speech, the Republican Party leader pointed out government corruption and links to organized crime, describing the situation in the country as the result of a regime where drug trafficking and criminal money dominate political and economic life. Mediu also raised concerns about Albania's massive depopulation, declining birth rates and aging population, which he described as serious social and economic problems with long-term consequences for the country.

Mr. Mediu emphasized that family, property and nation must remain at the center of the Republican Party's program, while political and civic cooperation must aim to overcome the consequences of misgovernment, restore trust in institutions and create conditions for Albanians to build their future in the country.

PART OF THE SPEECH OF THE CHAIRMAN OF THE REPUBLICAN PARTY, FATMIR MEDIU, AT THE GENERAL ASSEMBLY OF THE REPUBLICAN PARTY

Our hope is the protest of the youth.

It is the most beautiful thing that Albania has seen in these years and I want to thank all the members of the leadership of the Republican Party, the activists of the Republican Party who have become part of this protest, not to show off in that protest, but to be a civic and political voice together with the students against a corrupt and incriminated government.

We live today under conditions of not simply an autocratic regime, but a drug trafficking regime, where money, corruption, and crime dominate our daily lives.

Corruption every week, a new scandal.

Crime is evident in every corner of Albania, with weight in decision-making, with the power to decide who the MPs should be, connected to the government and the prime minister, allowing no space for economic freedom, for freedom to choose and to build our European future.

Unfortunately, in all these years we have had a massive depopulation of Albania, where about 47% of Albanians have left Albania. This is a huge social, political and economic wound, with extremely high costs.

I'm mentioning a fact. Today we have fewer births than we had a hundred years ago, when Albania had only one million inhabitants. This is a clear sign of an aging society, of a society without vitality and with major problems for the future.

We, as the Republican Party, should make that part of our program and our goals part of the discussion with the people, but also of the opposition's decision-making: family, property, nation, which are undoubtedly the most important values of our society.

We must speak openly that the right cannot develop without competition, without open lists. Political agreements or the decisions of mayors cannot decide who should be in Parliament or who should be in government.

And we must, above all, at this moment in time, and this is the first proposal, that we seek to create a civic-political coalition, not called by political parties.

Building a civic-political coalition, called by protesters, students, and teachers, without any political exclusion, as a clear front against corruption, violence, inequality, and the government of Edi Rama, and with one essential goal: free and fair elections.
And as the Republican Party, we cannot add anything more than what Albanians have said loudly at every moment through the voice of protest, students, and teachers.
First, the resignation of Edi Rama as a necessary political solution to restore faith in Albanian society that we can change this country.

Second, the creation of a new caretaker government with a clear mandate for free and fair elections, establishing it as a constitutional obligation before every parliamentary election.

Third, an electoral reform, which guarantees that Parliament and MPs are represented according to free vote and fair competition with open lists.

We cannot become a facade of an electoral reform commission to continue the agenda of the Socialist Party and Edi Rama. We cannot discuss electoral reform without first resolving two important elements, which should be the priority of this electoral reform.

First, the separation of the state from crime. Second, open lists.

Point four is an administrative-territorial reform, where the autonomy of local government is restored through the decentralization of competencies and financial resources, avoiding the political manipulation carried out by Edi Rama.

Limiting the prime minister's term to two terms by the Constitution. More than two terms, history has proven that our prime ministers behave as if they are owners of the citizens and the state.
Therefore, the two-term limit, which is a rule that works in many countries with any type of system, I think would be a very good solution.

Let us forward to the Assembly, with understanding, point six, in cooperation with representatives of the protest, all the laws that are of immediate concern today.

Strategic investments, protected areas and so on, in understanding with them, in cooperation with them, and this would create harmony and a fairer relationship with those who are protesting and with their goals.

Since we are before the local elections, there is no other way to make the first challenge to the power of crime and corruption of Edi Rama, except to come out with joint candidates. And I think that, through polls, by giving everyone, the Youth Front, the opposition political parties, the opportunity to propose candidacies, and whoever emerges as the most supported by the popular polls, which are organized by groups of professionals or well-known institutes, we should determine a candidate, a team and support him politically by everyone and the entire Albanian society.
